Circumstances of Discovery

The partially clothed and decomposed body of the decedent, believed to be middle aged, was found floating off the 1100 block of Key Highway East, not far from the Domino Sugar plant, in the Baltimore Harbor, shortly after 3 p.m. by the crew of a passing tugboat.

It is possible he may have come from a Spanish-speaking country due to the personal property found with him. Although he race is noted as Unknown, he maybe of Hispanic ancestry. Because his wristwatch was placed in a plastic bag in his pants pocket, it's theorized he may have entered the water purposely such as swam for recreation, jumped off a ship he worked on, or stowed away on.
