Case History
The victim was located at 100 NE 14th Street, in Pompano Beach, Florida on May 4, 1993.

A pleasure boater spotted the man in an inner tube floating off the Boca Raton coast. The boater found the man two nautical miles east of the Boca Raton Inlet.

The man, thought to be from Cuba, carried no identification -- only photographs and scraps of paper, in a plastic bag, with addresses in Hialeah, Miami and one that said only USA.

The Coast Guard also found an empty canvas sack. Investigators were unable to reach the people listed on the papers found.
