Kelia was last seen in Auburn, Washington on November 11, 1998.
Kelia was abducted by her noncustodial mother, Laura Jean Kielland. An FBI Kidnapping warrant was issued for the abductor on April 13, 2000. The abductor and child are believed to have traveled to Costa Rica.
