• Distinguishing Characteristics: White male. Blond hair; blue eyes.
• Medical Conditions: He is mentally retarded and has the mentality of a 7 to 8 year old.

Circumstances of Disappearance
Fogg was last seen at the Marbridge Ranch, a residential treatment facility for adult men.
The last things that were said was that he was going to get pizza and a drink of water.
He had been at Marbridge Farms for seven years and was from New Mexico.
Investigators found some of his clothing packed and believed he also took some clothes with him. There were reported sightings of him in the area that day, but he hasn't been seen since.'
