Circumstances of Disappearance
Rachel was abducted by her noncustodial mother. The mother is Filipino and received the German nationality due to a naturalization procedure. She made a passport for Rachel before the abduction.
The father assumes that his divorced wife traveled with her daughter first to her homeland, in order to leave from there to America. They are believed to live in Maryland.
