• Distinguishing Characteristics: White Male. Short, dark brown hair, graying and starting to go bald; blue eyes. Slight to medium build and fair complexion.
• Marks, Scars: Surgical scars on his left foot received as a child; no known tattoo's.
• Medical: Armstrong appeared to be in fair physical health. It was reported that he suffered from moderate retardation.
• Clothing: Two piece camouflage, orange hunting suit, sneakers and unknown under garments.
• Dentals: Available
• Fingerprints: Not Available

Circumstances of Disappearance
Armstrong was last seen at SR417, in Oakland Township, Pennsylvania on January 3, 1992.
He had left his residence to go visit a friend. His route of travel would have taken him past the Allegheny River. It was discovered that the victim may have been walking on or near the ice along the river. It was believed that subject may have fallen into the Allegheny River and drowned, but this has not been confirmed.
